Two separate grievances have been filed in March 2007 over the issue of not notifying staff that they have been threatened by inmates. So far, the administrations answer through 3 steps each, is that there is no contractual obligation to notify staff of inmate threats to staff or their families & property in Nebraska by the NAPE/AFSCME CONTRACT. There is a section of the State wide Contract that states that the Agency shall develop policies to address violence in the work place. The administration has stated that tenet of the contract does not apply to Corrections because of the nature of the job. The issue is going to binding arbitration and should be heard sometime in late November or early December 2007. The staff do have an obligation to notify management of inmate - staff threats or be subject to job discipline under the safety and security of the institution.
